FROM THE MAYOR’S DESK

The winter season is here.  Please keep your sidewalks clear of snow and ice.  If there is a fire hydrant near your home, please do not pile snow around it. Instead please make sure you keep the area around the fire hydrant clear of snow. 

The town’s statue is starting to show some damage, from the town’s so-called stunt guys on the scooters and skate boards.   If anyone is caught skating on the statue by the police, they will be charged with destruction of property.  The statue cost over $30,000.00 and we would like to keep it in good shape. 

Work on W. Broadway has begun,  Please help us by moving your cars off of the street.  If any vehicles are in the way of the construction they will be towed at the expense of the owner of the vehicle.

New laws and regulations are being passed almost every day.  It is important in this next 90 days to let your representative know what you think.  You can either call or write to them. 

The town’s new Parking Enforcement Officer is doing a great job. 

I will be going to Elmer Wolfe School to talk to the fourth graders about the “If I Were Mayor” essay contest.  Essays must be received no later than March 30, 2013. Winners will be notified by the end of April 2013.

GRANT PROJECTS UPDATE
CDBG West Broadway -
The Mayor and Council of Union Bridge are pleased to announce that The Town of Union Bridge was awarded a $230,000 Community Development Block Grant (CDBG). This street improvement project will include new water lines, sewer lines, storm drains, sidewalks and curbing, and street resurfacing for West Broadway extending from Whyte Street to Warehime Alley, similar to the successful projects that the town completed for Benedum and Farquhar Streets. The Town hired Stambaugh’s Inc. to complete the street reconstruction. Work on the street has begun.

CDBG West Broadway Reconstruction, PHASE TWO APPLICATION -
The Town of Union Bridge submitted an application to the Maryland Community Development Block Grant (CDBG) program for phase two of the West Broadway Street Reconstruction project. This application includes street improvements to West Broadway from Whyte Street to the dead-end. Proposed construction includes new water lines, sewer lines storm drains, sidewalks, curbing and street resurfacing similar to our phase one West Broadway reconstruction project.

WEST CARROLL REC
West Carroll serves Union Bridge, New Windsor and the surrounding areas. Anyone interested in Rec Council programs or events is welcome to attend our meetings, which are held the 2nd Monday of each month at 7:00 p.m. at the Old New Windsor School/County Government Offices/Library Administration Offices in New Windsor. Next meeting dates: January 14th  and February 11th.

Baseball Registrations: January 19th & 26th from 2 -4 p.m. in the Community Meeting Room, New Windsor.

PUBLIC ELECTION NOTICE
TO THE CITIZENS OF UNION BRIDGE: Three members of the council will be elected.

Election day is Tuesday May 14, 2013 7:00 a.m. - 8:00 p.m.
LOCATION: Town Hall 104 West Locust St.

THINGS YOU SHOULD KNOW ABOUT TOWN ELECTIONS: Voter Registration: It is necessary to be registered in order to vote in Town elections. If you are already registered with the County to vote in County, State, and Federal elections, you are automatically registered to vote in Town elections. If you wish to vote in only the Town election you may register at the Town Hall during regular hours, 8 a.m. to 4:00 p.m. Monday through Friday.
Registration will close on Sunday, April 14, 2013 at 4:00 p.m.

Qualification of voters:
1. You must be a citizen of the United States.
2. You must be at least eighteen (18) years of age on or before Election Day.
3. You must have resided within the corporate limits at least thirty (30) days prior to the election.
4. You must be registered to vote.

Qualification of Candidates for Mayor and Council:
1. You must have resided within the corporate limits for at least one (1) year.
2. You must be at least eighteen (18) years of age.
3. You must be a qualified voter of the Town.
***Terms of office are for four (4) years***
A candidate for office must file a “Certificate of Nomination” with the Town Clerk, no later than 4:00 p.m. on Monday, April 15, 2013. Should you have any questions concerning this notice please call the Town Hall, during regular business hours, Monday through Friday from 8:00 a.m. until 4:30 p.m., at 410-775-2711.

Remember that each council person has a duty.  If there is a problem contact that specific council person first.

REMINDER - Sidewalk Snow Removal
UNION BRIDGE CODE, CHAPTER 130, SEC. 4 (B2)
Owners or occupants of premises fronting on any street with paved sidewalks shall remove any snow or ice from the traveled portions of the side walk, to a width of at least 30”, within 24 hours after snow or ice ceases to fall.

RESOLUTION 04-12
Passed: specifically makes certain machinery, equipment and other personal property used in manufacturing or research and development exempt from personal property tax, which will take effect July 1, 2013.

WINTER MAINTENANCE AND CARE OF PATTERN SIDEWALKS
1. Sand or Kitty litter may be used for traction.
2. Snow removal equipment should have a rubber edged blade.
3. We do not recommend the use of salt or snow melting product containing sodium chloride. In the event that these products must be used wash any residue from the concrete surface when feasible.
4. Avoid the use of ice picks or anything that may chip or damage the concrete surface.

SNOW
Main Street is a snow emergency route, NO PARKING is allowed when the snow emergency plan is in effect. And NO PARKING on East Broadway from Lightner Street up to Bellevue and on Thomas Street from Lightner Street up to Bellevue when snow emergency plan is in effect.
