Construction is still on going with water meters and sewer lines. We ask that everyone be patient with workers. Your sidewalks and property will be repaired when construction is finished. Although problems have occurred with replacing water meters some leaks have started. There may be some dirty water from turning the water off and on. Always let water run to clean your lines. Please try to keep bottled water on hand for drinking.
The new water storage tank is going well. The tank should be going up in the next few weeks. After the tank is completed everyone must look for leaks because pressure will increase and therefore leaks may occur. Let’s all work together to correct any problems. Remember that Bret Grossnickle is your water and sewer person on the council.
Main Street roadwork will begin in the near future. If you have any questions please check with Donald Wilson.
Trash pick up has been a problem in the last few weeks. Please call the town office if you have a question or problem with the trash service. Please be respectful. It is not the clerk’s fault that the company has missed you.
A lot of questions could be answered if only you would attend council meetings a couple of times a year. Please try and attend. You could find it interesting and a learning experience.
LEHIGH CEMENT CO.
The town wishes to thank Lehigh Cement Company for their $50,000.00 donation
to help fund two projects for the town. Dave Roush presented the town with
a check from Lehigh at their June 17, 2002 council meeting. $20,000.00 will
be used to help pay for the steel pedestrian bridge at Little Pipe Creek Park
located along route 75 across from Myers grocery store and $30,000.00 will help
fund the cost of casting for the proposed sculpture of William Henry Rinehart
at a new “Town Square”.
Again thank you Mr. Roush and Lehigh Cement for your generous donation.

Little Pipe Creek Park.
The new footbridge has been installed over the creek. The beautifully arched 70’ bridge spans the waterway, adjacent to Green Valley Road (Rt. 75 near Myers grocery store). Meekins Construction Inc. has been awarded the bid to construct the park’s walkway for $44,000. A grand opening is planned for early October 2002.
Water Treatment Plant (WTP) and Well.
John Harms and Associates, consultant engineer, has completed the 95% design drawings for the water treatment plant. The plans have been forwarded to the Maryland Department of the Environment and Rural Utilities Service, USDA, for final review. The project will be advertised for bid in the next few months. The WTP will be constructed adjacent to the town office, where the town’s primary well is located. Design work is underway to connect the new town well on Whyte Street (Fire Department property) to the WTP. The project will cost about $1.2 M, depending on final design.
New 8” Water Lines, Service Connections, and Meters.
The project is nearing completion, with a tentative completion date of early July. New water mains have been installed in Locust Street, East Elgar Street, Lehigh Drive, and White Street. The contractor, Mid-Atlantic Utilities, is now completing installation of the remaining meters and meter pits.
In addition, the town is designing a new 8” water line for Main Street. The Main Street water line will be installed in conjunction with the planned Maryland State Highway Administration’s improvement project for Main Street, scheduled to begin in late summer or fall. The town has also installed a new computerized water billing and mapping system. A representative from the meter company will begin testing the new computerized “trace responder” meters and software in July.
Water Storage Tank. Construction of the new 300,000-gallon aboveground water storage tank has been awarded to Johnston Construction Company for $688,650. The new tank will replace the existing ground level tank on East Locust Street, adjacent to the basketball courts.
Construction began in April 2002. To date the concrete base has been installed, with construction of the concrete columns to be completed by late June.
Stambaugh’s Inc. was hired to install the new concrete steps and railing for the small ball diamond on Thomas Street. Construction should be completed by mid June 2002.

2002 WESTERN MARYLAND SURVEILLANCE/SPRAY SCHEDULE (MOSQUITO CONTROL)
All areas are serviced on a bi-weekly schedule. Service starts in Carroll County on Wed. 15th. Each community will be checked according to the schedule, between dusk and 10:30 p.m. A spray application for adult mosquito control will be in strict compliance with label instructions and according to integrated pest management guidelines. There will be no spraying if mosquitoes are absent or in low numbers. Additionally, the air temperature must be between 56-85 F, and wind speed 12 mph or less, with no precipitation.

The town will be checking for “Junk Vehicles” in the near future. Ordinance #276 does not allow “Junk Vehicles” within the corporate limits of Union Bridge.

GRASS AND WEEDS
Ordinance #263, Sec C-2, Paragraph 2 states that owners and occupants of occupied premises and owners and persons in charge of unoccupied premises, including vacant lots, are hereby charged with the duty of maintaining any grass on such premises at a height of not more than six (6) inches; and the further duty of maintaining such premises free of noxious weeds and dense underbrush.
