FROM THE MAYOR’S DESK
The water and sewer lines are completed on West Broadway.  The contractor is waiting for a few good days to work on patching the street. 

If there are any young people wishing to help residents shovel snow, mow lawns, rake leaves, etc. please call the town office.  We often get calls for this kind of service and we would like to have a list of names and numbers to give out.

Walking around town I noticed that some people let their dogs do their daily business on the sidewalks.  Please be a responsible pet owner and remove any droppings your pet may leave behind.  Cats are still a problem in town, please have your cats spayed or neutered.

New signs have been posted on East Broadway, to try to stop trucks from using this street to enter Lehigh.  I am not sure how much they will help, but it is worth a try.

Union Bridge is quick to contact the State and County road departments in the event of high water.  Both the State and the County have been slow to respond.  Union Bridge will try to place signs to alert people of high water or road closures.

Winter has been good to us.   Please pray for the mild winters to continue.  Our State Highway user fees will again be cut.  We should be getting about $88,000.00, but due to the cuts, Union Bridge will only be receiving $13,000.00.   Not much road maintenance can be done with that amount of money.  One big snow storm would wipe out the street budget fast.

PUBLIC ELECTION NOTICE
TO THE CITIZENS OF UNION BRIDGE: Three members of the council will be elected.

Election day is Tuesday May 14, 2013 7:00 a.m. - 8:00 p.m.
LOCATION: Town Hall 104 West Locust St.

THINGS YOU SHOULD KNOW ABOUT TOWN ELECTIONS: Voter Registration: It is necessary to be registered in order to vote in Town elections. If you are already registered with the County to vote in County, State, and Federal elections, you are automatically registered to vote in Town elections. If you wish to vote in only the Town election you may register at the Town Hall during regular hours, 8 a.m. to 4:00 p.m. Monday through Friday.
Registration will close on Sunday, April 14, 2013 at 4:00 p.m.

Qualification of voters:
1. You must be a citizen of the United States.
2. You must be at least eighteen (18) years of age on or before Election Day.
3. You must have resided within the corporate limits at least thirty (30) days prior to the election.
4. You must be registered to vote.

Qualification of Candidates for Mayor and Council:
1. You must have resided within the corporate limits for at least one (1) year.
2. You must be at least eighteen (18) years of age.
3. You must be a qualified voter of the Town.
***Terms of office are for four (4) years***
A candidate for office must file a “Certificate of Nomination” with the Town Clerk, no later than 4:00 p.m. on Monday, April 15, 2013. Should you have any questions concerning this notice please call the Town Hall, during regular business hours, Monday through Friday from 8:00 a.m. until 4:30 p.m., at 410-775-2711.

WEST CARROLL REC
West Carroll serves Union Bridge, New Windsor and the surrounding areas.  Anyone interested in Rec Council programs or events is welcome to attend our meetings, which are held the 2nd Monday of each month at 7:00 p.m. at the Old New Windsor School/County Government Offices/Library Administration Offices in New Windsor.

IF I WERE MAYOR, I WOULD….. ESSAY CONTEST
This year’s essay theme is “Meeting the Challenge.”  To help strengthen the students’ understanding, feel free to give real-world examples revolving around the essay contest questions:

  1. Of the problems or tasks you’ve identified in your city/town, which would you address as Mayor?
  2. How would you encourage your citizens to meet these challenges?

The essay contest is open to all Maryland 4th grade students enrolled during the 2011-2012 school year.  Eleven winners will be invited (one from each MML district) to participate in the Contest Awards Ceremony.  Each will also receive $100.  The original essays must be submitted to MML by 5:00 p.m. on March 30, 2012.  All entries must have a completed official contest entry form attached.  Entry forms can be picked up at your local Elementary School or at the Union Bridge Town Hall.

PET OWNERS
The town is getting calls about residents not picking up after their pets. Please consider those who come after you on your walk. Put yourself in their shoes – literally. Please be a good neighbor and pick your animal droppings. Union Bridge Code, Chapter 10, The owner of every animal shall be responsible for the removal of any excreta deposited by his animal(s) on public property, including sidewalks, recreation areas or on private property.

RESOLUTION 01-13
Resolution 01-13 was approved for the upcoming budget. This resolution updates the CIP for FY 14/19. For FY14 $5,000.00 will be carried over from last year to be placed in the POS account to be used as matching funds for a potential grant: $10,000.00 will be placed in the budget for Capital Contingency.

ATTENTION
The newsletter is posted six times per year: January, March, May, July, September, and November and may be viewed on the town’s Web site at www.carr.org/~unionbr Also, upon request, paper copies may be picked up at the Town Hall (410-775-2711)  or at any local business. 

GRASS & WEEDS
Owners and occupants of occupied premises and owners and persons in charge of unoccupied premises, including vacant lots, are hereby charged with the duty of maintaining any grass on such premises at a height of not more than six (6) inches; and further duty of maintaining, such premises free of noxious weeds and dense underbrush...

YARD WASTE PICKUP
Will begin in April. Bags for yard waste may be purchased at the Town Hall for $1.00. This charge helps to defray the cost of the pickup.

UNION BRIDGE COMMUNITY CENTER
Is available for weddings, parties and reunions. Call the town office at 410-775-2711 to inquire about renting the center for your function.
