FROM THE MAYOR’S DESK

This winter has been very tough on all of us.  Snow plowing continues to be using a large part of the street budget.  Please help to keep storm drains clear of snow.  It would also be helpful if you could clear the snow from and around the top of your water meters, not all meters are located in the sidewalks, and some are set in the grass areas of your yards.  This will help in case your water needs to be shut off due to a water leak.
     The town council will be working on next year’s budget.  We hope to pass the budget at the April Council meeting.  A copy of the proposed budget can be picked at the town hall.  Take time to review it and ask questions if you like or come to the council meeting.  The budget will be balanced but not a lot of changes in order to hold the tax rate the same.  A lot of work could be done around town to improve things, but this is still not the time to raise taxes.  The state of Maryland is doing a god job taxing us for everything.  Let’s hope there is no tax on snow!  Although it does melt and some runs off. 
     When leaving your homes and vehicles remember to lock doors and check windows.  Be mindful of your surroundings, strange people or cars that might be in the area.  Please call 911 if at any time you are not sure of someone or something.  All around the county, cars and homes have been the target of break-ins.  Let’s all keep a watch out for ourselves and our neighbors. 
     Campaign season is in full swing.  Candidates are starting to walk around town, get to know them and ask questions. This will be new territory for most of them.  Now is the time

GRANT PROJECTS UPDATE
CDBG West Broadway Reconstruction Phase Two Application-
The Town of Union Bridge was awarded a $138,000 Community Development Block Grant (CDBG) for phase two to the West Broadway Street project. Phase two will include work from Whyte Street to the dead-end.

Wetlands Park Trail Extension
The Town of Union Bridge completed grant applications to the State for the planned final phase of the trail system in the town’s Wetlands Park located off of Rt. 75. Once complete, the trial will “loop” around the park for a distance of approximately one mile.

USDA Rural Development Municipal Truck Purchase
Union Bridge recently completed an application to the Department of Agriculture for a grant to purchase an all-purpose, one-ton vehicle for various town needs including hauling, plowing, towing, road work, park maintenance, emergencies, etc.

Maryland Energy Administration
The Town is currently working on a grant application for smart energy communities.  This grant will help the town implement projects to reduce energy use and save money.  Once approved, the Mayor and Town Council will decide what projects will provide the most savings and greatest energy efficiency.

WEST CARROLL REC
West Carroll serves Union Bridge, New Windsor and the surrounding areas. Anyone interested in Rec Council programs or events is welcome to attend our meetings, which are held the 2nd Monday of each month at 7:00 p.m. at the Old New Windsor School/County Government Offices/Library Administration Offices in New Windsor.

IF I WERE MAYOR, I WOULD…..Essay Contest
This year’s essay theme is “Engaging My Community.” If you were mayor, what project or event would you use to involve your community?

  1. Why is this project or event important to you?
  2. How would you encourage your fellow town officials, businesses and residents to participate in the project/event?
  3. How would you spread the word about it? Describe one or two examples. Be creative.

The essay contest is open to all Maryland 4th grade students enrolled during the 2013-2014 school year. Eleven winners will be invited (one from each MML district) to participate in the Contest Awards Ceremony. Each will also receive $100. The original essays must be submitted to MML by March 31, 2014. All entries must have a completed official contest entry form attached. Entry forms can be picked up at your local Elementary School or at the Union Bridge Town Hall.

Resolution No. 01-14
Resolution 01-14 was approved for the upcoming budget. This resolution updates the CIP for FY15-20. For FY15 $10,000 will be placed in the budget for Capital Contingency.

YARD WASTE PICKUP
Yard waste pickup will begin in April. Bags for yard waste must be purchased at the Town Hall for $1.00. This charge helps to defray the cost of the pickup.

PET OWNERS
The town is getting calls about residents not picking up after their pets.  Please consider those who come after you on your walk.  Put yourself in their shoes – literally.  Please be a good neighbor and pick up your animal droppings.  Union Bridge Code, Chapter 10, The owner of every animal shall be responsible for the removal of any excreta deposited by his animal(s) on public property, including sidewalks, recreation areas or on private property.

REMINDER: UNION BRIDGE CODE CHAPTER 130, SEC. 4 (B2)
Owners or occupants of premises fronting on any street with paved sidewalks shall remove any snow or ice from the traveled portions of the sidewalk, to a width of at least 30”, within 24 hours after snow or ice ceases to fall.

POST OFFICE
Union Bridge Post Office prohibits skateboarding, scooters and playing on their property. It is a very dangerous spot for children due to traffic.

MARYLAND MUNICIPAL LEAGUE 2014 SCHOLARSHIP
The Carroll County chapter of the Maryland Municipal League will offer three $1,000 scholarships to Carroll County high school students who have been accepted into a college or university or Carroll students currently enrolled in a college or university in a graduate or undergraduate program. Preference will be given to students preparing for a career in governmental or public service.

Applicants must (1) meet the above criteria, (2) live in one of the eight incorporated municipalities in Carroll County, (3) complete the Student Scholarship Application, (4) prepare a written essay on the specified topic, and (5) have a municipal official/representative certify they reside within the incorporated limits of the municipality.

The application is currently at www.taneytown.org Click on current announcements to print out the application. The application is also available at your high school, or through your town office. The application must be the 2014 application form and must be received at the address below by 4 p.m. on Friday, May 2, 2014. Applications may also be dropped off at the Taneytown Town Office during business hours or in the payment drop slot on or before May 2, 2014.

PLEASE RECYCE
The Town of Union Bridge is requesting that all residents of Union Bridge make an effort to recycle everything they possibly can. The cost for trash that is picked up in town is a combination of the cost for the pick-up of the trash plus the tipping fee at the landfill. When you recycle, the town pays only for the pick-up service; there is no tipping fee associated with recyclables. Therefore, the more we recycle, the less it costs the town. There is information at the Town Hall and County Office Building explaining what you can put in your recycle bins. Everything that is recyclable can be put into the same container, as Carroll County is doing single-stream recycling.
