FROM THE MAYOR’S DESK
The statue has finally been set at the parking lot and looks fantastic. We should
all be proud of the Main Street project and all those who have made it possible.
They have given a tremendous gift to the Town in the form of time spent and
the finished product. Thanks again to everyone connected with the Main street
project.
Please give the meter reader a break as she is only doing her job. She has no
way of knowing anything beyond what the meter is telling her. If it shows an
overtime message then she is obligated to write the ticket. The meters are there
to benefit the business community, not to generate revenue for the Town. If
that were the case it would cost a lot more for parking.
Election day is fast approaching, so don't forget to vote. The future of Union
Bridge is what you will be voting for, not just the individual candidates. Consider
all that each has to offer, as the direction of the Town will be the result.
Thanks again to the great people it has been my pleasure to work for over the
past twenty years.

As some of you may have noticed on signs as well as television commercials,
the Click It or Ticket campaign is once again upon us. During the next few months,
you will notice law enforcement agencies spending more time concentrating on
seat belt enforcement. Here are some important things to remember about Maryland's
seat belt laws:
1) With few exceptions, all drivers and front seat passengers are required to
wear their seat belt properly. Passengers in the back seat under the age of
16 are also required to wear safety belts.
2) Drivers are responsible to make sure those passengers under 16 years of age
are wearing their seat belt, and the driver can be fined for these violations.
3) Since October of 1997, law enforcement officers do not need an additional
traffic violation in order to stop a vehicle. The driver or front seat passenger
not wearing a seat belt is sufficient for the stop.
4) Also remember that children under age 6 or weighing less than 40 pounds must
be in an approved safety seat. The driver can be issued citations for any violations.
Please remember to put your seat belt on each and every time you get into a
vehicle. The Click It or Ticket program only lasts a few months, but the law
is in effect all year long.

ELECTIONS
This is election year in Union Bridge. A Mayor and two Council members will
be elected.
Election Day is Tuesday, May 8, 2007. Elections are held from 7 A.M. to 8 P.M.
at the Town Hall located at 104 West Locust Street.
In order to vote you must be a citizen of the United States, you must be
at least eighteen years of age on or before Election Day, you must have resided
within the corporate limits at least thirty days prior to the Election and you
must be registered to vote.

William Henry Rinehart Sculpture
The town will have a ceremony in recognition of the culmination of the
Main Street Revitalization project with the installation of the sculpture by
William Rinehart at the Town Square. You are invited to attend on May 24, 2007
at 7 p.m. at the Town Square. The rain date is May 25, 2007. Refreshments will
be served.
WILLIAM HENRY RINEHART LECTURE
The public is invited to a lecture on the 19th century sculptor, William Henry
Rinehart, on Tuesday, May 22, 2007 at 7 p.m., at the Carroll Arts Center located

West Carroll Rec Council
Meetings are held the 3rd Monday of the month at the Union Bridge Town Hall
at 7 p.m.
Fitness Class: This is a fitness class using weights and floor exercises. $10.00
per session, $8.00 if signing up for 8 or more sessions. Mon. & Wed. 5:30
to 6:30 at the Union Bridge Community Center. For information contact instructor

West Carroll Football
Contact Football Program registration fee is $100. Registration for New Players
is May 10th, 7-9 p.m. at the Union Bridge Community Center and May 12th &
19th, 10-12 noon at the New Windsor Middle School.
Cheerleading
Athletic cheer program fee is $50.00.
Flag Football
Football for 5, 6 & 7 year olds. Flag football is played on a smaller field
with absolutely no contact. Fee is $20.00. For information contact Chaz Shrodes

Soccer
Fall Soccer registrations will be held from 6-8 p.m. at Myers Supermarket in
Union Bridge on May 15th, 17th, 21st, and 30th.

May 12, 2007 from 8 a.m. until 4 p.m.
ONE-WAY TRAFFIC (correction)
West Stoner Street has been changed to ONE-WAY traffic. Please note signs and
adhere to the new traffic pattern.
ORDINANCE #301
Passed: Ordinance #301 authorizing a forest conservation easement within Little
Pipe Creek Park south of Maryland Route 75 and granted to The County Commissioners
of Carroll County.
RECYCLING NEWS
Effective July 1, 2007 mandatory single stream recycling - everything
in one container, no need to separate items. Recyclables will be picked up in
regular trash trucks to be delivered to a recycling plant that will separate
items.
Please note - do not call hauler if you see recyclables being put in trash trucks.
Haulers will be using the same truck for each but at different times.
Plastic bags will not be allowed for use with yard waste. Craft bags must be
used for curbside yard waste pickup. If you bring yard waste to the landfill
in plastic bags you must empty them not just drop them off.
Tipping fee will increase to $61 a ton on July 1, cars remain at $5.
SEWER LINE BLOCKAGES
If your sewer line becomes blocked please contact the Town Hall at 410-775-2711.

YARD WASTE PICK-UP
The town will again offer yard waste pick-up beginning on April 4, 2007, for
a period of 26 weeks. Yard waste bags may be purchased at the town hall at a
cost of $1.00 per bag.
STREET SWEEPING
Street sweeping is done each week. Council member in charge of streets, Donald
Wilson, asked that you please obey "no parking" meter bags and signs
on designated days.
DROP SLOT
A DROP SLOT WAS INSTALLED A NUMBER OF YEARS AGO NEAR THE FRONT DOOR AT THE TOWN
HALL. THIS WAS REQUESTED BY RESIDENTS AND INSTALLED FOR YOUR CONVENIENCE.
PAYMENTS OR CORRESPONDENCE CAN BE LEFT AT ANY TIME OR ON ANY DAY.
PERMITS
Please call the town's Zoning Administrator, Selby Black at 410-775-2718, if
you have a question about whether or not a permit is needed for what you plan
to do. Some items that do need permits are new construction, sheds, pools, animal
structures, outside storage, driveway entrances, sidewalks, signs, fences, etc.
WARM WEATHER REMINDER
Ordinance 263, Sec. B-1, Paragraph 1
Owners and occupants of premises fronting upon any street, with paved gutter
and sidewalk, shall keep such gutter or sidewalk free and clean of all filth,
dirt, earth…or obstruction of any kind…at all times of the year….

Owners and occupants…charged with the duty of maintaining any grass… at a height
of not more than 6 inches: and further duty of maintaining such premises free
of noxious weeds…
