FROM THE MAYOR’S DESK
We have had another round of vandalism at the Community Center a few weeks ago. I will never understand the joy one gets from the destruction of another's property. When this happens we have to spend your money to repair the damage. I can't speak for everyone, but I don't want my taxes used in this way. We are prepared to do whatever it takes to identify the persons responsible for this damage, and they will be prosecuted. Until parents take responsibility for the actions and whereabouts of their children, this type of thing is bound to continue. We are failing our kids by letting them grow up by themselves. They need our attention all of the time, not just when it's convenient. They need supervision as well as strong role models. Spend time with your kids and get to know them. Our future depends on them being strong, productive individuals, not mindless members of the crowd incapable of distinguishing between right and wrong. Show them the difference every day. Please.

Greetings from the Carroll County Sheriff's Office. For those of you I have yet to meet, my name is DFC Jon Light. I have worked for the Sheriff's Office for just over two years. and bring a total of eight years of law enforcement experience to Union Bridge. In this section of the newsletter, I hope to post tips and suggestions to make the community a safe and enjoyable place to live and work.
To help with this task, I would like to hear from you. Please feel free to submit your ideas for making this community better. These suggestions can range from ideas for community activities to information that might further crime investigations. I will look over the realistic suggestions and do what I can.
Remember - this is your community. Take pride in it.

Union Bridge Heritage Committee
Do you have an interest in history, architecture or genealogy? Here's a chance to explore these topics as they relate to The Town of Union Bridge and its environs. The Union Bridge Area Heritage Committee will meet on Tuesday, November 7, 2006, at 7: p.m. in the Union Bridge Town Hall at 104 West Locust Street. At this meeting, we will set the meeting schedule for 2007, decide when new officers will be elected, consider possible projects, and compile a list of speakers for future meetings.

Kathy Erb has been invited to speak on November 7th about the new Union Bridge Walking Tour brochure that she researched and put together, using photographs by Elizabeth Galaida. The brochure contains information about 48 historic properties within and just outside the Town of Union Bridge for a self-guided tour.
All are invited to attend; refreshments will be served. For more information, please contact Joan McKee at 410-775-2976.

West Carroll Rec Council
WEST CARROLL REC NEWS - West Carroll serves Union Bridge, New Windsor and surrounding areas. Anyone interested in Re. Council programs or events is welcome to attend our meetings, which are held the 3rd Monday of each month at the Union Bridge Town Hall.

VOLLEYBALL - West Carroll is sponsoring adult, competitive, pick-up volleyball at Elmer Wolfe Elementary School. Games are Thursday nights, from 6:15 - 9:30 p.m. through May. Contact Steve Keeney at 410-775-7780.
SOFTBALL - West Carroll Rec. is currently seeking a Softball Coordinator to accept registrations, organize teams, attend league meetings, etc. Without a Coordinator, the Softball program will not continue! If interested, please contact Steve Aberts at 410-756-1134.

Animal Waste
      Ordinance # 263 states in part that…The owner of every animal shall be responsible for the removal of any excreta deposited by his animal(s) on public property, including walks, recreation areas, or on private property. The owner of every animal shall not allow excreta deposits by animals to accumulate on his property so as to cause a health hazard or become a nuisance…
      Penalties for persons who fail to perform an act required by this Ordinance…shall be punished by confinement in the County Jail for not more than thirty (30) days or by a fine up to Five Hundred Dollars ($500.00), or both. If any violation be continuing, each day's violation shall be deemed a separate violation.

RESOLUTIONS
Resolution 06-08 was passed, supporting a grant fund application to CDBG by Central Scholarship Bureau, which offers interest-free or low interest loans to students in designated Priority Funding Areas.

Resolution 06-06 was passed approving installation and maintenance regulations of sidewalks in Union Bridge.

SNOW
Main Street is a snow emergency route, NO PARKING is allowed when the snow emergency plan is in effect.

ORDINANCE #263 B-2
Owners or occupants of premises fronting on any street with paved sidewalks shall remove any snow and ice from the traveled portions of the sidewalk, to a width of at least 30", within 24 hours after snow or ice ceases to fall.
