FROM THE MAYOR’S DESK
The town has hired a new Parking Enforcement Officer. Residents beware that the Parking Enforcement Officer will be patrolling the meter areas, no parking zones and the town’s parking lots. All metered parking spaces are limited to a maximum of two (2) hours continuous parking per vehicle, Monday thru Saturday 9 AM to 6 PM. Don’t forget to put money in the meter, to avoid getting a parking ticket. Council member Ellen Cutsail is in charge of any parking issues. Feel free to contact her with any questions or concerns you may have.

Water meters are read every quarter. Durning the billing process the town reviews each customer’s consumption. If the consumption appears to be higher than normal, an employee of the town will physically check your meter to see if the dial is turning. This dial turning could mean that you may have a leak. A letter will be sent out to you stating that you may have a leak. It is a state law that water leaks must be repaired quickly. The County has a list of home repairs that require a County permit; fixing a water leak is one of those repairs that require a permit from the County.

Union Bridge has been experiencing some vandalism that is costing you, the tax payers, a lot of money. Downspouts have been smashed and a concrete post has been broken at the Town hall. Residents please keep your eyes opened for vandals and report any incident you may see to the police immediately. These people need to be stopped from damaging our town.

The updated FEMA floodplain areas are going to affect a lot of residents. Please take time to stop in at the Town Hall to review the new maps. Residents located in a floodplain area should have received a letter from the county. A meeting concerning the floodplain areas will be held at Carroll Community College, in the Scott Auditorium on August 28, 2012 at 6 PM. All citizens that received a notice from the county should make a point to attend this meeting. If you have any questions, please call the county.

Once again the State has used the Highway User Funds to balance their budget. This means that the monies the town receives will be extremely reduced. Street repairs will be limited, due to the lack of revenue received from the State. Council member Donald Wilson is in charge of the roadways in Union Bridge. Mr. Wilson will do his best with the money he has in his budget to maintain the streets.

Trout’s Market will not be opening in Union Bridge. It is a disappointment to everyone involved. A lot of stories have been going through town as to why the store is not opening. No one but the Trout’s know why the store is not able to open. Hopefully some type of store will open in our area. When and if this happens please be sure to conduct your business there. Union Bridge businesses need Union Bridge residents to support them, so please try to shop locally whenever possible.

WATER & SEWER RATES
As a reminder the new water rate increase will reflect on your next water and sewer bill.   This bill will be mailed out in October for July, August and September usage.  The new rate is $5.50 per 1,000 gallons of water consumed.   The sewer rate will remain at $4.00 per 1000 gallons of water consumed and the quarterly minimum charge per unit for water and sewer will remain the same.

GRANT PROJECTS UPDATE
CDBG West Broadway -
The Mayor and Council of Union Bridge are pleased to announce that The Town of Union Bridge was awarded a $230,000 Community Development Block Grant (CDBG).  This project will be a street improvement project including new water lines, sewer lines, storm drains, sidewalks and curbing, and street resurfacing for West Broadway extending from Whyte Street to Warehime Alley, similar to the successful projects that the town completed for Benedum and Farquhar Streets. .  Contractor bids were received on June 25th and they are currently under review.

CDBG West Broadway Reconstruction, Phase Two Application -
The Town of Union Bridge submitted an application to the Maryland Community Development Block Grant (CDBG) program for phase two of the West Broadway Street Reconstruction project. This application includes street improvements to West Broadway from Whyte Street to the dead-end. Proposed construction includes new water lines, sewer lines storm drains, sidewalks, curbing and street resurfacing similar to our phase one, West Broadway reconstruction project.

SHA/POS Wetlands Park Trail Extension -
The town was also awarded a $30,000 grant from the State Highway Administration and a $36,000 grant from Maryland’s Program Open Space to extend the Wetlands Park trail approximately 1,500 linear feet. The trail is located at the Little Pipe Creek Wetlands Park, adjacent to Route 75. The Mayor and Town Council hired C.J. Miller, the low bidder, to construct the trail. The new trail is planned to be completed by September/October, 2012.

West Carroll serves Union Bridge, New Windsor and the surrounding areas. Anyone interested in Rec Council programs or events is welcome to attend our meetings, which are held the 2nd Monday of each month at 7:00 p.m. at the Old New Windsor School/County Government Offices/Library Administration Offices in New Windsor. Next meeting date is August 13th.

FEMA FLOODPLAIN MAPS
FEMA has a website that may be helpful to residents who would like more information about the floodplain maps and Hazard Mitigation.  http://www.fema.gov/hazard/map/index.shtm The most recent revised floodplain maps will be available at the Town Hall for review.

Remember that each council person has a duty.  If there is a problem contact that specific council person first.

YARD WASTE
Yard waste pickup has started and will run through the beginning of October.  Bags for yard waste may be purchased at the town hall for $1.00.  This charge helps to defray the cost of the pickup.  Yard waste will be picked up on Wednesdays.

LEAF PICKUP
The town will again offer leaf pick-up. Please call the Town Hall to schedule a pick-up October through December.

BACK TO SCHOOL
The beginning of the school year means drivers need to be more alert. Watch for children crossing the road. Be prepared to stop for school buses. Have a safe and happy school year.
